The Washington Headquarters Services Acquisition Directorate (WHS AD), on behalf of the Office of the Under Secretary of Defense for Research and Engineering, OUSD(R&E), acting through the Strategic Capabilities Office (SCO), is issuing a Request for Solutions (RFS) for the first phase of a multi-phase prototype project for a small mobile nuclear reactor. The RFS is being issued under the prototype project other transactions authority of 10 U.S.C. § 2371b. Instructions for preparing and submitting proposals are included in the RFS document attached to this notice. This notice includes three additional attachments: 1. A draft DD254 detailing the security requirements for the prototype project. 2. Questions & Answers submitted in response to the Request for Information, issued on January 18, 2019, and the Industry Day held at on March 3, 2019. 3. Department of Energy Standard No. DOE-STD-1189-2016 "Integration of Safety into the Design Process." Questions regarding the RFS must be submitted no later than May 6, 2019 at 11:59PM EDT to the Agreements Officer, Ryan Daniels, at ryan.t.daniels.civ@mail.mil. Questions received after that date will only be answered at the Government's discretion. Proposals are due by June 10, 2019 at 4:00PM EDT. Proposals must also be submitted to the Agreements Officer at the email address included above.
