No other persons shall be understood to have any authority to bind their respective principals, except to the extent that such authority may be explicitly delegated by notice to the other party, or to the extent that such authority is transferred by succession of interest. The Government shall have the right to substitute its RECO by notice, without an express delegation by the prior RECO. With respect to all matters relating to this rlp, only the us army corps of engineer’s (USACE) RECO shall have the authority to amend the RLP and award a Lease. Proposed Government tenant occupants are not authorized to negotiate with the Lessor on any matters related to the RLP, Lease terms, or construction specifications, or to obligate the Government for expenditure of funds.
