The 700th Contracting Squadron is seeking eligible companies capable of providing all personnel, equipment, tools, materials, supervision and other items as necessary to perform Sports Officials Services at Sembach, Ramstein, Vogelweh, Kapaun and Landstuhl, Germany. Only personnel that are properly trained in sports officiating shall be allowed to perform work under this requirement. The Government shall provide the appropiate equipment and supplies for each sport in sufficient quantities. Sports Officials Services for adult sports include basketball, volleyball, softball, flag football and soccer. Sports Officials Services for youth sports include soccer, flag football, baseball/softball, basketball and volleyball. Sports Officials will serve as direct representatives of the 786th Force Support Squadron ( 786 FSS) Sports Programs. Officials are authorized and required to enforce the rules of the associations listed below (current edition) and by-laws set forth by 786 FSS. The estimated number of games for each division and type of sport is indicated in parentheses. Basketball is governed by the National Collegiate Athletic Association Basketball Rule Book for adult sports (180) and National Federation High School Basketball Rule Book for youth sports (250). Soccer is governed by the International Federation of Association Football (FIFA) Soccer Rule Book for both adult (52) and youth (180) sports. Baseball governed by the Little League Baseball Rule Book for youth sports (295). Softball is governed by the Amateur Softball Association of America Rule Book for adults (275) and by the Little League Softball Rule Book for youth sports (295). Volleyball is governed by the United States Volleyball Association Rule Book for adult sports (53) and by the High School Volleyball Rule Book for youth sports (50). Flag Football is governed by the National Collegiate Athletic Association Football Rule Book for adults (200) and by the National Intramural Recreational Sports Association (NIRSA) Flag Football Rule Book for youth sports (95). Sports Officials shall be required to work evenings, weekends and German/U.S. Holidays as required by the sports season schedule, make-up games and tournaments. Base access will be required for performance. Companies are encouraged to provide capability statements and past efforts of the required services to the primary point of contact by closeout of this notice.
