Pre-solicitation – Customized blood stain cards This notice is provided for informational purposes only. The Armed Forces Medical Examiner System DNA Operations (AFMES-DNAOps) has a requirement for a firm fixed priced Indefinite Delivery Indefinite Quantity (IDIQ) requirements type contract in accordance with FAR 16.5 for DNA Collection components that include customized blood stain cards to support the Armed Forces Medical Examiner System (AFMES), DNA Identification Laboratory (AFDIL), mission in amplification and extraction procedures for DNA identification of human remains. This is a recurring requirement, the current contract W81XWH-18-D-0014 will expire in Oct 2022, and a new requirement needs to be in place before the current contract expires. The Armed Forces Medical Examiner System DNA Operations (AFMES-DNAOps) intends to release a solicitation in mid-September 2022. This solicitation will result in one firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) requirements type contract with a five year period (base year plus four one-year options). Period of Performance shall be from 01 November 2022 to 30 October 2027. AFMES-DNAOps requires DNA Collection components that include customized blood stain cards in accordance with the Minimum Essential Characteristics MECs. It is imperative that ALL specifications are adhered to on all items listed within the MEC due to storage requirements, drying times and other work/scientific related issues. Card stock and filter paper thicker or thinner than those in the specs do not meet the requirement and cannot be used. The requirement will be fulfilled via an unrestricted, full, and open competitive acquisition. There are no set-aside restrictions for this requirement. All responsible sources may submit an offer. This pre- solicitation is by electronic means only – no hard copies will be mailed to offerors. The official release of the Request for Proposal (RFP) and all amendments will be posted on the web site at https://sam.gov/ Vendors shall submit samples with their responses to be considered technically acceptable. Since these are customized with Federal Mandate requirements a sample must be provided to ensure it meets those mandates prior to award. Samples shall be submitted to AFMES, 115 Purple Heart Drive, Dover AFB, DE 19902. Submit email capabilities statements (using PDF, MS Word, Excel attachments) to Roberto Gonzalez at roberto.a.gonzalez-echeverria.civ@health.mil. Statements are due no later than 2:00 P.M. EST on 7 September 2022. Late responses will not be reviewed. To receive consideration, Contractor must be registered in https://sam.gov/ and have completed the Online Representations and Certifications (ORCA). Telephone requests will not be accepted.
