To be considered for award, Quoters of "equal" products, including "equal" products of the brand name manufacturer must - 1. Meet the salient physical, functional, performance characteristic specified in Attachment 1; 2. Clearly identify the item by brand name, if any, and make or model number; and 3. Include descriptive data or information as evidence of meeting salient characteristics.
