NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). The 47th Contracting Flight at Laughlin Air Force Base (AFB) intends to purchase miscellaneous Snap-on tools and tool cabinets on a competitive basis with guidance from FAR Part 8. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Posting will be listed on an RFQ via e-Buy on GSA for a total of 10 days. This acquisition is a brand name requirement for Snap-on products (Attachment 1, J & A). Due to the variety of miscellaneous Snap-On products, it is anticipated that vendors will need to submit open market items to quote the entire product list requested. Furthermore, for administrative convenience open-market items can be added with additional guidance per FAR Part 8. Per FAR 8.402(f)(3), the items need to be clearly labeled on the order as items not on the Federal Supply Schedule (also referred to as open market items). Per FAR 5.101(a)(1), For proposed contract actions expected to exceed $25,000, synopsizing in the GPE is required. The Government is contemplating making award within the next 10 days based on the lowest price technically acceptable quote received. This acquisition will be a small business set aside under the North American Industry Classification System (NAICS) code 332216, and the applicable small business standard size is 750 employees. Small business firms registered under NAICS code 332216 in the System for Award Management (SAM) are eligible for award. If a firm is interested and meets the award criteria, it must access the RFQ posted on e-Buy (RFQ1588012) to submit its quotes no later than 10 days from the date of this posting. Delivery of the Snap-on tools and tool cabinets shall be within 120 days after award.
