This is not a request for proposal (RFP) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFP, contract, or order. The Government will not pay for any effort expended or any material provided in response to this announcement, nor will the Government return any data provided. Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is seeking small or large business concerns to provide a quantity of twenty (20) Ship Service Generators over five (5) years to serve as a replacement of an existing generator end of a steam turbine based application. The Generator shall comply with the ABS NVR as pertaining to MIL-G-3087C and all MIL Standards as required of the specification. The new generator, in conjunction with the existing Steam Turbine, shall be able to provide at least 2500 kW (electrical) at 450 VAC, 60 Hz, 0.8 power factor, when operating continuously as defined in Section 3.1.2 of the attached draft Statement of Work (SOW). Prior to issuing a solicitation, NSWCPD is requesting information in order to make an informed determination regarding procurement strategy. The anticipated start date will be FY22. SUBMISSION OF RESPONSES: Responses shall include specific details regarding the ability to provide the required services to meet the needs of the Government. Responses shall discuss how you will meet the requirements found in the SOW. Responses are not to exceed five (5) pages. Responses shall be in electronic format. A cover page for the response shall be included. The cover page shall include the company name, address, CAGE Code, Business Size Status for the North American Industry Classification System (NAICS) code of this RFI and points of contract (names, email, and telephone numbers) at a minimum. The cover page is not considered in the total page count. NSWCPD will accept only electronic unclassified submission of responses. Responses shall be sent to David Rhoads at david.rhoads@navy.mil with the subject line "RFI LHD Generator." All responses should be received no later than 05:00PM EDT on 10 September 2021.
