This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Army is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. The Army has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. This notice is part of Government market research, a continuous process for obtaining the latest information on the status of the industry. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. The information provided in this RFI is subject to change and is not binding on the Government. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. The United States Army, Project Manager Distributed Common Ground System - Army is seeking information on the current state of technology for scalable computing, processing, and storage capabilities for a future intelligence ground processing station. The intent is to gather information on combined computing and storage equipment that provides flexibility and scalability while also reducing the size, weight, power and cooling (SWaP-C) required for a future mobile ground station system. The future ground station system is anticipated to replace the current Tactical-Intelligence Ground Station, Operational-Intelligence Ground Station, Advanced Miniaturized Data Acquisition System Dissemination Vehicle and Remote Ground Terminal. A critical ground station capability is the ability to interface and process a variety of sensor data feeds. The future ground station is looking to consolidate and/or reduce the footprint of existing computing solutions and provide the ability to dynamically scale the computing solution based on the user and computational need. Examples of current technologies that could support this includes hyper-converged architecture solutions and integrated Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance and Reconnaissance Modular Open Suite of Standards (CMOSS) solutions. Responders are requested to provide: 1. Description of the scalable computing capability including: a. System description including specific details of scalability in relation to computing, processing, and storage performance, dynamic response, and capabilities b. Technology Readiness Level c. SWaP-C specification, including power options. d. Interfaces available, I/O on the system and sub-system levels, regulatory and compliance standards the solution satisfies, and any CMOSS compatibility (achieved or planned for the future) e. Storage capacity options; solid state memory (Tier 0 and Tier 1) f. Processing options g. Built in Test, fault detection and isolation details h. Reliability, mean time between failure specifications - denote if theorized, notional, and/or actual i. Performance Data - Actual, measured performance/test data, if available j. Details of hardware qualification; including standard compliance (i.e. ISO, IEE, ANSI) k. Management details - Out of Band management, Supervisor card, etc. l. Hardware details, bus architecture, expansion slot details, etc. m. Standards supported 2. Number of applicable vendor solutions and commercial/enterprise availability 3. Customizability of product 4. Timeline associated with any required development 5. Estimated production timelines 6. Details of Information Assurance (IA) compliance and Authority to Operate on classified networks 7. Projected unit costs based on production lot quantities 8. Please answer the following questions: a. What are the data rights for the product? b. Are there open Application Programming Interfaces (APIs) for the product? c. What is the development ecosystem composed of? Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. Non-Disclosure Agreement (NDA) RFI respondents are informed that employees of the firm identified below may assist the Government with its market research. Individuals from this firm will be authorized access to the RFI responses to enable them to perform their respective duties. The firm will be prohibited from competing on a future related acquisition.
