The U.S. Government intends to procure general Range Labor and Maintenance performed across multiple training locations in Lithuania. The work to be performed under this requirement will be performed in Lithuania, mainly at Pabrade Training Area and also at Rukla Training area as mission dictates. This notice is issued solely for information and planning purposes. This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or services. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this Sources Sought Notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. The Government will not return submittals to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if the Government issues one. If the Government releases a solicitation, the Government will synopsize it on the Government-wide Point of Entry. It is the responsibility of potential offerors to monitor the Government wide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS Code is 238990 and PSC is J069. Attached is the Draft Performance Work Statement (PWS) for the new requirement, the Draft PWS is subject to change. In response to this Sources Sought Notice, please provide the following: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, small business status as listed in the System for Award Management and the corresponding NAICS code. 2. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, possession of necessary equipment, languages spoken by laborers, etc., that will facilitate making a capability determination. 4. Describe your firm's ability to manage multiple simultaneous projects throughout the geographic area covered in the requirement. Include the maximum number of projects your firm has managed simultaneously. Also, describe your approach and capabilities to perform emergency repairs. Limit your response to five pages or less. Interested Responders may submit comments, questions and recommendations; however, the Government will not post responses or answers to submitted comments, questions, or recommendations. In addition, telephone calls will not be accepted regarding this posting.
