Notice Type: Sources Sought REQUEST FOR INFORMATION (RFI) Contract Number: TBD THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD). The work accomplished on this project is focused on the fusion of sensor data across multiple subsystems, such as the Auxiliary Systems onboard a Navy vessel. NSWCPD intends to issue a sole source procurement to Technical Documentation, Inc. (TDI) for the Phase III portion of a Small Business Innovation Research (SBIR) contract. TDI has performed successfully in both Phase I and Phase II of the SBIR contract and as such NSWCPD intends to award Phase III to Technical Documentation, Inc. TDI is advancing state awareness and control algorithms created during the Phase II portion of the SBIR contract in order to enable previously created algorithms to scale. TDI will also provide verification, validation, testing of the control and state awareness algorithms. This RFI is for market research purposes only and does NOT constitute a Request for Proposal (RFP). This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This RFI Notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. SUBMISSION OF RESPONSES: Responses shall include specific details regarding the ability to provide Algorithm/Software Development and Implementation that meets the needs of the Government. Responses shall include: •· A cover page that includes the company name, address, CAGE code, business size status for the North American Industry Classification System (NAICS) and company points of contact. •· A brief company background including relevant work with the USN. •· Evidence that the company has the ability to complete research and development, design, development, demonstration and validation, and technical support for data fusion, data imputation, optimization, and state awareness algorithms using simulated and real-time data from control systems. •· Design, develop, modify, analyze, test and debug software algorithms and programs to meet standards related to the product performance/service •· Assess system interface requirements, and analyze and design required interfaces. •· Identify informative sensors/data to be used for predictive modeling. 3.1.5 Build, analyze, and test early predictive models of the dynamic systems. NSWCPD will accept only electronic unclassified submission of responses. Responses shall be sent to Contract Specialist Aaron Koumaras at aaron.koumaras@navy.mil with the subject Line "RFI 17-AMK-0002 AUXILIARY SYSTEM SENSOR." All responses shall be unclassified and submitted no later than 3:00PM EST on 24 May 2017. Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside of the Government without written permission in accordance with the legend, Please be advised that all submissions become Government property and will not be returned.
