This is not a formal Request for Quote (RFQ) or proposal (RFP). Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. United States Special Operations Command (USSOCOM) has the need to incorporate (via contract modification) 2 additional ordering periods (OP) into our current Indefinite Delivery, Indefinite Quantity (IDIQ) contract, H92222-15-D-0031, for SOF Tactical Communications (STC) Next Generation Handheld (NGHH) Radios with L3 Harris Technologies Inc., 1680 University Avenue, Rochester, NY 14610. The above contract is currently set to expire on 23 September 2021, and due to significant production delays, SOCOM was not able to begin replacing legacy HH radios until FY20 vs. FY17 as originally planned. Given the delays and the current budget, it would not be feasible to conduct a full Capital Equipment Replacement Program (CERP) by the end of FY21. Therefore, it is necessary to increase the original 6-year OP by 2 years for a new total of 8 OPs in order to execute the CERP of the legacy HH radios. The modification will be executed under the authority of FAR 6.302-1(a)(2)(ii), only one source is capable of satisfying the agency's requirements. This determination is based on the fact that L3Harris is the original equipment manufacturer (OEM) and sole provider of the SOF NGHH Radio. Per FAR 5.207(c)(16)(ii), all responsible sources may submit additional capability statements that will be considered by the agency. Any party responding to this notice shall send clear, factual documentation demonstrating their ability to execute this requirement. All replies must be provided to the Government no later than Monday, March 1st 2021, at 4:00 p.m. Eastern Standard Time.
