Cost Effective On-Base Parcel Delivery Solutions (RAFL, RAFM, RAFF, United Kingdom)
RAF Lakenheath, RAF Mildenhall, and RAF Feltwell in the UK need a reliable, cost-effective on-base parcel delivery service for personal and official parcels from commercial carriers that lack installation access, with final delivery to residences or agencies seven days per week, preferably by 1700 and without drones or Government escorts. The Government is conducting market research only and seeks industry recommendations for practical, scalable solutions that leverage existing commercial capabilities, minimize dedicated infrastructure, and address carrier coordination, security/manifest visibility, and time- or temperature-sensitive shipments. Primary constraints are installation access and funding; local-national access can take upwards of 7 months, and driver turnover, unpredictable routes, and criminal-record issues affect carriers’ ability to access the installations. Current RAFL-related volume is about 1,000 parcels per week coordinated for pickup off-base, expected to at least triple if reliable service is established; comparable volumes for RAFM and RAFF are unavailable, with estimated volume order RAFL, RAFF, RAFM, and all quantities are non-guaranteed estimates. Respondents should provide company/UEI/SAM information, relevant experience, assumptions, and rough order-of-magnitude pricing, and may suggest CLIN structures and alternative cost-saving approaches.
