The U.S. Army, 409th Contracting Support Brigade (409th CSB), Theater Contracting Center- Unit 23156, APO, AE 09227-3156, intends to award a sole source contract extension for the continuation of contract services for Facility Maintenance and Repairs in support of the U.S. Army Garrison Rhineland-Pfalz (USAG-RP). Contract services are currently performed under the Total Maintenance Contract (TMC), W564KV-22-D-0001. Contract services include operations, maintenance and repair of real property, and maintenance and repair of installed building equipment (IBE) and equipment-in-place (EIP). The contract covers enduring military installations and associated facilities assigned to the USAG-RP. Estimated value of this sole source action is $55M and the period of performance is not to exceed one (1) year. This contract extension action allows the Government sufficient time for corrective action in response to Government Accountability Office’s (GAO) protest B-420616. It also allows for a 90-day phase-in period to transition to the new contract. This sole source extension will allow the continuation of contract services from 30 May 2022 to 29 May 2023. Government intends to sole source to the incumbent contractor in order to continue contract services during the Government’s corrective action process in response to GAO protest B-420616. The contract extension is required to prevent a lapse in service from 29 May 2022 until corrective action is concluded and phase-in period completed. The Government contemplates a sole source action with the incumbent as the size and complexity of the requirement necessitate a 90-day phase-in period for the mobilization of equipment and materials, personnel assets, as well as the completion of background checks and other administrative procedures required for installation access purposes. The incumbent contractor, Vectrus Federal Services GmbH, is the only source capable of beginning performance immediately to meet the Government's needs without a significant and unallowable break in service. The anticipated sole source action will be in accordance with FAR 6.302-1. This Request for Information (RFI) is issued to meet the requirements in DFARS 206.302-1(d), and DFARS Procedures, Guidance and Information (PGI) 206.302-1(d). This RFI is not a request for competitive proposals, however, responsible sources who submit a capability statement or proposal within 5 days after the publication date of this RFI will be considered by the Government. A determination by the Government to compete this contract requirement based upon responses to this RFI is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
