REQUEST FOR INFORMATION ANNOUNCEMENT Defense Logistics Agency Troop Support SUMMARY The Defense Logistics Agency (DLA) Troop Support Medical Directorate is issuing a Request for Information (RFI), on behalf of the Department of Health and Human Services (HHS), seeking a manufacturer/distributor of various type of swabs (such as Nasopharyngeal (NP) swabs, Foam Tipped swabs, Nasal Polyester swabs, etc.) to facilitate an improved response to COVID-19, other potential pandemics, and rapid scaling of tests that require these swabs. These swabs will be used to continue to support COVID-19 testing within every state and territory, as well as testing led by federal partners including the Veterans’ Administration (VA), Indian Health Service (IHS), Department of Justice (DOJ), Department of Homeland Security (DHS), and Department of Defense (DoD). PROGRAM OVERVIEW DLA Troop Support is examining the potential to purchase an estimated 100 to 300 million swabs over a six (6) month period in support of the Strategic National Stockpile (SNS). The mission of the Division of Strategic National Stockpile (DSNS), of the United States (U.S.) HHS Office of the Assistant Secretary Preparedness and Response (ASPR), is to ensure the availability and rapid deployment of life-savings pharmaceuticals, antidotes, other medical supplies and equipment necessary to counter the effects of nerve agents, biological pathogens, and chemical agents. When state, local, tribe and territorial public health and medical systems request federal assistance to support their response efforts, DSNS ensures that the right medicine and supplies get to those who need them most during emergency. The SNS is a national repository of large quantities of medicines, vaccines, medical supplies, and medical equipment stored in strategic locations around the nation. The assets are designed to supplement state and local public health departments in the event of a large-scale public health emergency that causes local supplies to run out. When the repository does not have enough of the necessary supplies, such as in current times, the SNS coordinates with different vendors to procure and disperse products to the states and federal agencies in need.
