This notice is issued solely for informational and planning purposes and does not constitute an Invitation for Bids, Request for Proposals, or Request for Quotations. Description The 547th Intelligence Squadron Nellis AFB, Nevada requires the relocation of adversary military equipment from the previous Threat Training Facility to the new, 365th ISR Group Consolidated Facility (Building 1771). Attached to this announcement is a Draft Performance Work Statement (PWS). The PWS includes the general requirements that will be expected of the selected contractor. The purpose of this RFI is to conduct market research regarding the interest and capability to fulfill this requirement. It’s an opportunity to facilitate discussion in an effort to fine tune this requirement prior to an anticipated issuance of a Request for Proposal. Please note, all interested parties interested in submitting a Request for Proposal after issuance of solicitation, must be registered in SAM.gov with an active Commercial and Government Entity (CAGE) code, Data Universal Numbering System (DUNS) number, and registered under the appropriate North American Industry Classification System (NAICS) codes. RFI Questionnaire Submission Instructions Interested parties should examine the following questions and provide an email response to Ms. Jenna Taulman at jenna.taulman@us.af.mil. Questionnaire answers are due by 5 January 2022 at 3:00 pm PST. Please include RFI Notice ID - “RFP547IS” in the subject line of your email. The evaluation criteria will be based on past performance, time to complete project, and price. To help us better decide appropriate evaluation criteria, please provide answers to the following: 1. POC Name, Title, Phone, and Email: ____________________________________________________ 4. Has your company moved heavy, military equipment or machinery such as the equipment photographed in the Performance Work Statement (PWS)? If so, please briefly describe how many times, examples of past performance, and if a federal contract, please provide contract number. Please note, some of the equipment is of older age (i.e. rust, flat tires, etc.). 5. Does your company have the manpower capability and appropriate tools to move heavy military equipment and machinery weighing more than 20 tons or greater? Please refer to PWS for a list of weights associated with each piece of equipment. 6. Will your company have the capability to move the military equipment without disassembly? 7. Has your company performed work near an active runway before? If so, has your company filed for an FAA clearance? 8. What type of liability insurance, and any other types of insurance, is needed? What would be the expected coverage? 9. What is the estimated cost to complete the project? This question is for internal budget planning purposes. 10. What is the expected length of time to complete the relocation of the equipment (to include loading, transporting, and unloading timelines)? 11. Do you have any recommendations to improve the draft Performance Work Statement (PWS)? If so, please provide. 12. What North American Industry Classification System (NAICS) codes would be applicable to this service? NAICS codes being considered are: 238990 – All Other Specialty Trade Contractors, 532490 – Other Commercial and Industry Machinery and Equipment Rental and Leasing.
