The Department of the Navy (DON) is seeking industry feedback through a Request for Information (RFI) for Pacific Greenfield, an effort to establish advanced manufacturing capabilities on Oahu, Hawaii. The RFI focuses on site requirements, infrastructure, utilities, and acquisition models such as EULs, OTAs, IGSAs, or joint ventures to support theater-scale production and reduce reliance on long-lead CONUS supply chains. DON priorities include environmentally resilient, industrial-scale facilities, modern manufacturing footprints, and construction-ready operational capacity that also strengthen Hawaii’s local workforce and economic development. This RFI is for information gathering only and is not a solicitation, a promise to issue a solicitation, or a commitment to contract; the government will not accept unsolicited proposals or pay response costs. Responses are voluntary, become government property, and non-response does not preclude participation in any future RFP.
