Request for Information (RFI) V-22 Enhanced Helmet Display Synopsis: The Naval Air Systems Command (NAVAIR) in support of the V-22 Joint Program Office (PMA-275) is seeking information from industry on potential cost effective solutions for an enhanced helmet display technology. NAVAIR is seeking information on the following technology areas, to include, but not limited to: Displays and Human Interface. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS RFI IS ISSUED SOLELY AS MARKET RESEARCH FOR INFORMATION AND PLANNING PURPOSES - IT DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) OR A PROMISE TO ISSUE AN RFP IN THE FUTURE. THIS RFI DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE AS A RESULT. THE REQUIREMENTS ARE SUBJECT TO CHANGE AND THE INFORMATION PROVIDED BELOW IS FOR INFORMATIONAL PURPOSES ONLY. FURTHER, THE NAVY IS NOT AT THIS TIME SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS. RESPONDENTS ARE ADVISED THAT THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS RFI. ALL COSTS ASSOCIATED WITH RESPONDING TO THIS RFI WILL BE SOLELY AT THE INTERESTED PARTY'S EXPENSE. NOT RESPONDING TO THIS RFI DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE RFP, IF ANY IS ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE FEDERAL BUSINESS OPPORTUNITIES (FBO) WEBSITE. IT IS THE RESPONSIBILITY OF THE POTENTIAL OFFERORS TO MONITOR THIS WEBSITE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT. Instructions to Potential Respondents: Interested parties must first submit a Letter of Intent (LOI) with Non-Disclosure Agreement (NDA) and supporting documentation required to obtain authorization to receive Government Furnished Information (GFI) associated with this effort. The GFI will include an enhanced helmet display requirements document, which will be provided to interested sources upon authorization. The LOI shall include the following information to verify credentials (do not submit classified information): 1. A general UNCLASSIFIED description of respondent's enhanced helmet display technology solution 2. CAGE code and unclassified mailing address 3. Point of Contact (POC) cleared to receive the controlled unclassified portion of the GFI with either a Social Security Number or a Common Access Code (CAC) Electronic Data Interchange Personal Identifier (EDIPI) number 4. POC to receive the controlled unclassified portion of the GFI 5. POC to receive additional information or clarification 6. POC to permit NAVAIR to obtain additional data to support analysis 7. POC for NDAs 8. Signed NDA 9. Unclassified GFI Mailing POC and address 10. Blank copies of Respondent's NDA to be given to a NDA Negotiation POC if that is so desired (see Data Markings for more details). 11. Describe your company's ability to manage and secure classified information up to the SECRET level. After receipt of the GFI, the Government expects to receive responses from interested and capable sources in the form of capability summary papers containing a description of the technical data defining the proposed concepts. Responses: Data Markings. In order to complete its review, NAVAIR must be able to share a respondent's information within the Government and with covered Government support contractors as defined in DFARS clause 252.227-7013 Rights in Technical Data-Noncommercial Items (FEB 2014). Any responses marked in a manner that will not permit such review may be returned without being assessed or considered. All submissions (both the LOI and the full response) must include a statement which clearly allows for the information to be disclosed with covered Government support contractors as defined in DFARS clause 252.227-7013 Rights in Technical Data-Noncommercial Items (FEB 2014). International Traffic in Arms Regulations (ITAR). If the respondent is a foreign owned, controlled or influenced or if a US respondent has a team member or partner who is a foreign entity, adherence to all ITAR regulations is required. Letter of Intent (LOI). Responding parties must submit an unclassified LOI, not to exceed six single-spaced pages, along with a Non-Disclosure Agreement (NDA) for GFI, to Ms. Sarah Springer (sarah.springer@navy.mil) and Mr. Steven Preston (Steven.J.Preston@navy.mil) no later than 5:00 PM Eastern Daylight Time (EDT) on 26 August 2019. Record of Receipt. Responding parties must submit a record of receipt of the GFI to Ms. Sarah Springer (sarah.springer@navy.mil) and Mr. Steven Preston (Steven.J.Preston@navy.mil) within two workdays of receipt of GFI. Full response submissions. Full response submission to the above requested supporting unclassified data shall be received no later than 5:00PM EDT 30 calendar days after receipt of GFI.
