RFI Domestic Footwear Manufacturing Processing Advancements
The U.S. Army is seeking information from footwear manufacturers with U.S.-based facilities to support re-shoring the domestic military footwear industry and improve production capabilities. Projects must focus on increasing domestic capacity, adopting advanced manufacturing technologies, and improving cost-effectiveness or performance of military footwear, while excluding the Army Extreme Cold Weather Boot and Jungle Boot. Respondents must demonstrate capability to produce Berry Amendment-compliant military footwear, though prior DoD experience is not required. The government anticipates a 6-12 month delivery timeline for footwear items, and funding cannot be used for capital expenditures like equipment or facility improvements for full-scale production. Performance of services must occur at the respondent's U.S.-based manufacturing facilities.
