Synopsis: This Sources Sought Announcement is to assist the Joint Project Manager for Chemical, Biological, Radiological, and Nuclear Protection (JPM CBRN Protection) to identify potential sources to develop a new Operator and Field Maintenance Manual for the Chemically Protected Deployable Medical System (CP DEPMEDS). The U.S. Government requests that responses be submitted electronically to Mr. Gregg Buehler at gregg.w.buehler.civ@army.mil by November 7, 2024 by 5:00 PM EST. Background: The U.S. Government (JPM CBRN Protection) is in need of a new Operator and Field Maintenance Manual for the CP DEPMEDS. The CP DEPMEDS is undergoing several changes that will require over 77% of the existing manual to be revised, which exceeds the allowable change percentage and triggers the need for a complete re-write of the manual. Additionally, the new manual must be updated to reflect the U.S. Army 2-level maintenance philosophy versus the 4-level maintenance philosophy that is included in the current manual. Also, the new manual must be compliant with the latest MIL-STD requirements. Description: Specific details for the new manual are provided in Attachment 1… U.S. Government Furnished Property: The following information will be provided to assist with developing the new CP DEPMEDS manual: The existing CP DEPMEDS Operator and Field Maintenance Manual (to be released to the selected vendor after contract award) Technical information for new equipment to be added to the arms, including engineering drawings/technical data package. Provisioning data (LSA 036 report) for TM RPSTL generation. Responses: Interested parties are invited to submit a response to this Sources Sought Announcement. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. It is issued solely for information and planning purposes and to identify interested sources. THIS IS NOT A SOLICITATION. No contract will be awarded from this announcement. This Sources Sought does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is subject to change and is not binding on the U.S. Government. Further, unsolicited proposals will not be accepted. Funding is not available at this time. The U.S. Army has not made a commitment to procure any of the items/services discussed, and release of this Sources Sought Announcement should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Response to this Sources Sought Announcement is voluntary and no reimbursement will be made for any costs associated with providing information in response to this and any follow-on information requests. All submissions become U.S. Government property and will not be returned. Not responding to this Sources Sought Announcement does not preclude participation in any future RFP if any is issued. If a solicitation is released, it will be synopsized in the SAM.gov website. It is the responsibility of the potential responders to monitor this site for additional information pertaining to this subject. The U.S. Government will not pay for any information or administrative cost incurred in response to this Sources Sought Announcement. All costs associated with responding to this Sources Sought Announcement will be solely at the expense of the interested party. If you hold a General Services Administration (GSA) Federal Supply Schedule contract, please identify your contract number. Finally, please include a list of military technical manuals you have written or published. Amendment 0001 to answer vendor questions: Q1: The notification on SAM.gov states in the Description section that “specific details for the new manual are provided in Attachment 1…” but the referenced attachment is not provided. Will the Attachment be provided later, or would the Government consider revising the RFI to include the Attachment? A1: This Sources Sought Announcement was released to identify potential sources and solicit the level of interest in the CP DEPMEDS TM re-write potential effort. Should the Government determine that a future RFP is warranted, specific requirements for the effort will be detailed at that time.
