This RFI is issued solely for information and planning purposes to further the Government's understanding of market capabilities. This RFI is not a request for proposals; therefore responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. This RFI does not commit the Government to contract for any supply or service whatsoever. This announcement shall NOT be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Directed Energy Modeling, Simulation & Analysis (DEMSA) The Air Force Research Laboratory, Directed Energy Directorate (AFRL/RD) is seeking information on industry's capability to perform Modeling, Simulation & Analysis (MS&A) of technology concepts to facilitate Military Utility (MU) studies and wargames in AFRL classified facilities on Kirtland Air Force Base, New Mexico. This modeling and simulation will be used in Advanced Framework for Simulation, Integration and Modeling (AFSIM). The purpose of these MU studies is to determine if and how well AFRL/RD and industry technologies can help address Warfighter needs and gaps including complementing current fielded technologies and those under development by others. Similarly, distributed wargames provide a method of working with Warfighters to develop Tactics, Techniques & Procedures (TTPs) and Concept of Employment (CONEMP) to utilize these AFRL/RD and industry technologies to meet the Warfighter needs and gaps. This effort is focused on innovation and improvement of Modeling, Simulation & Analysis (MS&A) of AFRL/RD and industry technologies including Directed Energy (DE) [High Energy Lasers (HELs), High Power Electro-Magnetic (HPEM)] and those relating to Space Domain (emphasis on ground based telescopes), as well as innovation and improvements of performing MU studies and distributed wargames. AFRL/RD is interested in details of industries' capabilities in all of these areas: 1. Modeling Develop advanced AFSIM modules incorporating AFRL/RD and industry R&D technologies to be played in simulations with other AFSIM modules including Kinetic Energy (KE) weapons, sensors (radar, infra-red, electro-optical, etc.) and battle management. Use innovative techniques to develop modules that run at high time compressed speeds while maintaining sufficient fidelity to adequately represent system performance for analysis. Verify the advanced AFSIM modules against the high fidelity physics based HEL, HPEM and ground based telescope models developed by AFRL/RD Divisions and industry. Develop innovative training materials and provide effective training to users of the advanced AFSIM modules to properly understand the use of these modules as well as their capabilities and limitations. Sustain module AFSIM compatibility, update and modify existing modules current on the AFRL/RD classified computer systems. Use of artificial intelligence & machine learning to improve battle and resource management. Operation, use and upgrade high performance computer systems. 2. Simulation Plan, construct and run advanced time compressed mission or campaign level AFSIM simulations for Warfighter defined scenarios and vignettes on the RD classified computer systems. Develop innovative techniques to create simulations that run at high time compressed speeds while maintaining sufficient fidelity to adequately represent all systems' performance for analysis. Use innovative techniques to use simulations to optimize systems mix (types of systems, systems laydown, minimize use of consumables, etc.) to best accomplish mission goals. Develop advanced effective weaponeering tools to help Warfighter quickly understand how to best implement the use RD technologies in achieving mission level goals. Use of artificial intelligence & machine learning to improve battle and resource management. Operation, use and upgrade high performance computer systems. 3. Analysis Develop advanced and innovative analysis tools to more effectively analyze the results of AFSIM simulations to help determine if AFRL/RD and industry technologies are ready to transition to the Warfighter or identify specific areas of the AFRL/RD and industry technologies need further advancement before transition is feasible. Develop innovative approaches and tools to validate that the advanced AFSIM modules are of appropriate fidelity and design to clearly determine if the AFRL/RD and industry R&D technologies meet the Warfighter needs and gaps. Innovative use of uncertainty quantification analysis. 4. Studies Facilitate and participate in studies to determine if AFRL/RD and industry technologies are ready to transition to the Warfighter or identify specific areas of the AFRL/RD and industry technologies need further advancement before transition is feasible. Studies identify what questions need to be answered, what modules are required, what simulations need to be run for specific missions and what analyses need to be performed to answer study questions. 5. Wargames Facilitate and participate in distributed wargames to aid Warfighters in determining if AFRL/RD and industry technologies are ready to transition to the Warfighter or identify specific areas of the AFRL/RD and industry technologies need further advancement before transition is feasible. Distributed wargames identify what questions need to be answered, what modules are required, what simulations need to be run, help Warfighters develop TTPs using real time interaction for specific mission and what post wargame analyses need to be performed to answer wargame questions. Use innovative techniques to develop Warfighter interactive real time simulation while maintaining sufficient fidelity to adequately represent all systems' performance. Sustain the distributed wargame systems, including the platform, software, networks and Warfighter interfaces on the AFRL/RD classified computer systems and others interconnected across the country. When identified, modify and upgrade the distributed wargame systems.
