REQUEST FOR INFORMATION (RFI) Transformational Model – Battle Management (TM-BM) Experiments Department of the Air Force (DAF) Advanced Battle Management System Cross Functional Team (ABMS CFT) I. DISCLAIMER THIS NOTICE IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes – it does not constitute as a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Responses will be treated as information only and will not be evaluated as a proposal. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. A return response from the government with regard to RFI submissions is not guaranteed. The RFI respondees are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation from future announcements or contracts. BACKGROUND The Secretary of the Air Force has designated the achievement of operationally-optimized Advanced Battle Management System (ABMS)—the DAF’s contribution to Joint All-Domain Command and Control (JADC2)—as an operational imperative. DoD leadership continues to emphasize the importance of applying modern Systems Engineering principles to capability development, including the use of digital engineering environments and collaborative applications, as well as mission engineering approaches to requirements development. As an element of the Rules-based Approach to Performance Delivery, the DAF ABMS CFT is applying Model-Based Systems Engineering (MBSE) best-practices to develop functional models of Command and Control (C2) concepts using Systems Modeling Language (SysML). The first such model developed is the Transformational Model – Battle Management (TM-BM). III. SPECIFIC INFORMATION OF INTEREST A. Problem Statement: In order to experiment with solutions aimed at increasing battle management decision speed and quality to win the pacing fight, the Department of the Air Force (DAF) Advanced Battle Management System Cross Functional Team (ABMS CFT) is using an ABMS Solution Submission Form to better understand solutions being developed by industry and within the Department of Defense (DoD) that have alignment with the Transformational Model-Battle Management (TM-BM). The attached C2 Operational Effectiveness (OE) Sprint document (OES-BM-001) provides detailed, focused operational context that will drive the experiment. Due Date: Responses are requested by 21 April 2023. B. Response Content and Format: The attached C2 OES Solution Submission (Explained) document describes the type of information and detail associated with the form areas. The Appsheet form responses will be used to populate the C2 OES Solution Submission form for each industry response. The C2 OE Sprint (OES-BM-001) document adds additional operational context to the information we are seeking from this RFI. Specifically, this document focuses this RFI on the 2.B.02 Facilitate Coordination & Collaboration section of the TM-BM. Respondees should focus responses on this specific operational area of the TM-BM. In order for our small team to effectively process responses, answer content is limited to what is included in the submission form. V. POINT OF CONTACT Non-Government advisors may be used in the evaluation of responses and have signed non- disclosure agreements (NDAs) with the Government. Additional NDAs will not be required; instead, a response to this RFI will be considered an implicit acknowledgement and acceptance of the fact that non-Government advisors will be assisting the Government in this process.
