Please be very specific. Question from Industry. Q: The RFI does not call out the need for secure SOC / NOC facilities but the Performance Work Statements for both the OOES and SOMSS clearly show a requirement for Secret or above. Just want to clarify if that is a requirement for the RFI. A: Yes. This requirement includes to two (2) Satellite Operations Centers (SOCs). Primary is located at Pt Mugu, CA, and Alternate is Schriever SFB, CO. ***************************************************************************************************************************************************** 8 October 2024 Headquarters Space Operations Command (SpOC)/ Space Acquisition and Integration Office (SAIO) Request for Information (RFI) DELTA 8, 10 SOPS - Combine On Orbit Engineering Services (OOES) and Satellite Operations, Maintenance, and Support Services (SOMSS) THIS NOTICE IS ISSUED AS AN RFI ANNOUCEMENT FOR INFORMATION PURPOSES. This notice DOES NOT constitute a Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for Bid (IFB), or solicitation, nor does it represent any commitment by the Government. Since this is an RFI announcement, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist. SpOC/SAIO will not accept or acknowledge emails over 5MB, brochures, samples, catalogs, and any other marketing solicitation information. The Government is not requesting capability packages nor will the Government accept or acknowledge receipt of package. This will be done at a later date. Any responses received will be voluntary to address the Government’s questions a listed below and will be utilized for Market Research. Introduction. The United States Space Force (USSF) is researching the efficiencies and benefits of combining the requirements of On Orbit Engineering Services (OOES) and Satellite Operations, Maintenance and Support Services (SOMSS) under a single contract. Currently, both requirements are being performed under two separate task order awarded under NAVSUP MAC IDIQs. The current Performance Work Statement (PWS) for each program has been attached (i.e., Attch1-OOES, Attch2-SOMSS) for reference to gain a better understanding of the potential combined requirement scope. Purpose. The Government is performing market research only. At this time, there is no approved acquisition strategy nor determination that the acquisition should be a small business set aside. The information obtained will assist USSF in determining whether there are efficiencies and benefits which makes it advantageous to the Government to combine the two requirements or if it is best to leave as separate. Your response to this RFI is strictly voluntary and will not be shared with anyone outside the Government. Background. Delta 8, 10 SOPS The 10th Space Operations Squadron (10 SOPS) is a component under Delta 8 headquartered at Point Mugu, CA. Delta 8 mission focuses on Satellite Communications. 10 SOPS’ mission is to operate, manage, and maintain assigned satellites and ground systems, providing continuous and reliable satellite communications in direct support of fleet, joint and interagency operations. ? 10 SOPS formally Naval Satellite Operations Center (NAVSOC) transitioned from the United States Navy to the Air Force under USSF, Delta 8 on 6 Jun 2022. 10 SOPS mission includes operations of the Fleet Satellite constellation, the Ultra-High Frequency, Follow-On constellation, and the Mobile User Objective System constellation capable of providing a combination of Extremely High Frequency, UHF, Wideband Code Division Multiple Access, 3G cellular technology, and Global Broadcast System communications. Additionally, the 10th SOPS operates two EHF packages that provide critical and protected strategic communications to military platforms operating in the northern polar region. Lastly, the 10th SOPS provides critical voice and data communications for U.S. forces anytime and anywhere. Current Contracts. OOES: On-orbit satellite engineering, Trend analysis, Anomaly Resolution, Mission Planning, Technical Studies, Satellite Specific Training and Command and Control procedures automation, test and evaluation at (2) locations: 10 SOPS Headquarters Facility (HQ) in Point Mugu, CA and 10 SOPS Detachment Delta (Det D) located in Schriever Air Force Base, Colorado Springs, Colorado. This is to support the following constellations: Fleet Satellite (FLTSAT) Communication Satellites; Ultra High Frequency (UHF) Follow On (UFO) communication satellites; and Mobile Users Objective System (MUOS) communication satellite. SOMSS: Satellite operations (or payload controllers), ground systems maintenance, and site support (such as administrative and logistic services, messaging center, COMSEC support, training, etc.) at five (5) geographical separated locations: two (2) are primary Satellite Operations Center (SOC) located 10 SOPS Headquarters Facility (HQ) in Point Mugu, CA and the alternate SOC is located at 10 SOPS Detachment Delta (Det D) in Schriever Air Force Base, Colorado Springs, CO. Three (3) remote Telemetry and Commanding (T&C): 1 is an unmanned T&C at Laguna Peak (LP) in Point Mugu, CA, 10 SOPS Detachments Alfa (Det A) in Prospect Harbor, ME and Detachment Charlie (Det C) in Finegayan, Guam. Both contracts were competed and awarded by NAVSUP under centralized Navy Multi-award Indefinite Delivery/Indefinite Quantity contract. The historical Product Services Code (PSC) was R425 and NAICS Code was 541330 – Engineering Services. These task orders were providing support to 10 SOPs under a Firm Fixed Price line for Labor and Cost Reimbursable line item for other direct cost for local purchases and travel for a 12-month base period and four one-year option periods. This was done prior to 10 SOPs moving under USSF. SOMSS includes a Collective Bargaining Agreement (CBA IBE Local 543) and Wage Determination for Ventura County. Industry Response. All interested parties shall submit responses to the Government’s questions on or before Wednesday, 6 Nov 2024, at 1000MDT via email to Ms.Christina A. Ming (christina.ming.2@spaceforce.mil) . Responses shall be no more than 10 pages (single spaced, front, no smaller than Times New Roman, font size 12 or equivalent). If submissions exceed the page count noted, the Government reserves the right to only review the first 10 pages and may disregard the remainder of the submission. Extraneous materials (brochures, manuals, etc.) will not be considered. Please answer the questions completely. The Government is also requesting that interested parties do not submit capabilities packages at this time. This will be requested at a later date by the Government. Additional Requested Information. Include the following information with your answers to the Government’s questions. Does your firm currently provide these services under an existing contract such as an Indefinite Delivery Indefinite Quantity (IDIQ) or Government-Wide Acquisition Contract? If so, please provide the contract number, point of contact name/number, and managing agency (e.g., Air Force, DoD, GSA). Name, address, point of contact (telephone number and email address), CAGE Code, and UEI. Specify your business type based upon NAICS Code 517810 – All Other Telecommunications, Size Std - $40M. Specify all that apply. Questions. Does your company have experience and capability in providing operations to satellite constellations? How about maintenance to antennas or radars? Prime or Subcontractor? Does your company have experience providing engineering services to satellite constellations? This can include both commercial and non-commercial satellites. What risks and/or complexities do you see in managing two (2) distinct requirements (O&M and Engineering) geographically separated remote locations? How would you mitigate these? Do you foresee any risks to the mission partner by consolidating these requirements? Are there any identifiable benefits or efficiency which could be had? Are there any advantage/disadvantages to combining O&M with Engineering Services? Please be specific. (I.e., Quality, time savings, improved/enhanced performance, etc.) Do you foresee any efficiencies that could be realized if the requirements (O&M and Engineering Services) were combine? Do you foresee any challenges by combining them under one contract? Please be specific. (I.e., reduced manpower, cost of labor, etc.) According to FAR 7.107-2(d)(1), combining OOES and SOMSS would require measurably substantial benefits equivalent to $4.5M. Is achieving measurably substantial benefits equivalent to $4M feasible? If not, what is the greatest achievable percentage of savings? How would you achieve these savings and/or quantify other measurable substantial benefits? Why would this approach result in savings and/or achieve measurably substantial benefits? (Note 1: However, if the proposed savings is solely from administrative or personnel costs, the demonstrated savings must be 10% in accordance with FAR 7.107-2(d)(3) which states, “Reduction of administrative or personnel costs alone is not sufficient justification for consolidation unless the cost savings are expected to be at least 10 percent of the estimated contract or order value (including options) of the consolidated requirements.”) 8. Based on the two current requirements, what contract type and CLIN structure/type would be most advantageous? And why? 9. What North American Industry Classification System (NAICS) and Standard Industrial Classification (SIC) codes do you believe would best fit this requirement? NOTE: The current contracts providing 10 SOPS with this support are under NAICS Code 541330 – Engineering Services. NOTE 2: The Government is contemplating utilizing NAICS Code 517810 – All Other Telecommunications with size standard of $40.0M. 10. What type of incentives, if any, would you deem appropriate for this type of contract? What are the reasons for this incentive and how would it assist in cost and/or performance control? 11. If OOES and SOMSS are consolidated it may impact small business. Accordingly, special emphasis would need to be taken to ensure maximum participation for small business in accordance with FAR 7.107-2(a)(5) and (e)(1). What size standard is your company with a NAICS Code of 517810 – Other Telecommunications? If large, do you see any issues with subcontracting with a small business? If small, what do you see as barriers, risks to performance, partnering with others? What approach would you use to ensure small business is afforded maximum participation? Considering the special emphasis on maximum participation, what percentage of contract value is a reasonable small business subcontracting goal?
