With respect to the instruction “Responses to this RFI must total no more than 10 pages double-sided,” does this equate to a maximum of 20 single-sided pages as submitted electronically? Yes 2. With respect to Task 3, what System Administrator admin rights and/or privileged accesses will be granted to fulfill taskings independently? Contingent upon government approval and the obtainment of all necessary cybersecurity certifications, the vendor will be given those system administrator rights necessary to perform the functions listed in Task 3. 3. Is there a Government POC at each site? Will the vendor be required to “level up” to different functions depending on this POC status? Yes, there is a government POC at each location. The functions and use of the marquees should be basically uniform between locations. 4. With respect to Task 4, for us to prepare a representative ROM for this RFI, can you provide individual site characteristics and specifications? The following list the existing marquee locations, number, and size: Richmond, Virginia: Two 5’9” x 14’7” individual single sided display panels Fort Belvoir, Virginia: One 12’4” x 43” individual single sided display panel. One 88” x 20” individual single sided display panel. Susquehanna, Pennsylvania: Three 5’ x 8” individual double sided display panels. San Joaquin, California: Two 5’6” x 12’7” individual double sided display panels. Columbus, Ohio: Three 4’8.5” x 9’8.5” individual double sided display panels. 5. The Objective section of the RFI specifies that DLA is seeking “maintenance and sustainment support by replacing existing marquee systems” and the SOW states “support future Enterprise Electronic Marquee System’s requirements and maintenance by replacing existing systems”. Is there an estimated timeline that the replacements would take place? Is it the government’s expectation that any awarded vendor would be required to maintain existing solutions until the replacement occurs? There is no estimated timeline for the replacement. The vendor will not be required to maintain the existing solutions until the replacement occurs. 6. SOW paragraph 10.2.1 utilizes the acronym “OT” with no definition of its meaning. Can the government please clarify? OT stands for Operational Technology. This is hardware and software that detects or causes a change through the direct monitoring and/or control of physical devices, processes and events in the enterprise. [NIST IR 8183; Gartner.com] 7. SOW paragraph 10.2.1 utilizes the acronym “HMI” with no definition of its meaning. Can the government please clarify? HMI stands for Human – Machine Interface. It is basically the screen that allows the user to interface with the device. 8. SOW paragraph 10.2.2 contains conflicting information pertaining to IT-1. “All contractor personnel proposed to work on the network or any IT Capabilities/Functions (at a minimum) will be required to have IT-I, a clearance requiring a National Agency Check with Law and Credit (NACLC) or NACLC equivalent, or a IT-I, a clearance requiring a Single Scope Background Investigation, prior to the work commencing.” Can the government please update this statement to clarify the requirements? This will be addressed at a later time. The current information is still in a draft stages. 9. Can the government provide a complete, detailed parts list (hardware/software) that can be used for vendors to develop the ROM needed for maintenance at each location? Each location currently utilizes a different display panel, with a different manufacturer, different parts, and different software. The desired capabilities of the replacement solution is listed in the RFI. The vendor will not be required to maintain the existing solutions until the replacement occurs. 10. Given the step to submit written questions and the time to receive official answers, will the government be issuing an extension to the RFI deadline? The response date is extended to October 23, 2020 @12:00PM
