The Department of the Air Force’s 78th Civil Engineer Group at Robins AFB, Georgia, is establishing the RAPID umbrella program to modernize base infrastructure and execute facility repair and construction through commercial-style Other Transaction Agreements under 10 U.S.C. § 2808a, outside standard FAR rules. The umbrella will remain active for one year from posting, with project-specific Areas of Interest published periodically for individual construction, repair, or modernization efforts using models such as Progressive Design-Build with open-book GMP or Build-Only. Commercial general contractors, specialty trades, design-build firms, and joint ventures are eligible, with no Nontraditional Defense Contractor prerequisite or cost-share mandate. Interested vendors should monitor the posting, maintain active SAM.gov registration and a UEI, and form teaming alliances with regional design and construction partners. Successful efforts may be eligible for noncompetitive sole-source follow-on production construction under §2808a(c).
