Sections L Instructions to the Offerors & Section M Evaluation Factors (Section J Attachments 0007 and 0008 respectively) have been updated to ensure consistency between the two documents and eliminate redundancies for clarity. A MS Word version document using Track changes is posted in the Attachments section of SAM to provide ease in identifying these updates. Other administrative changes such as consistency use of acronyms, grammar, spacing and current dates were made. The Government also updated the delivery method to instruct Offerors to send proposals to only the updated Contract Specialist Julie W. Nelson, via DoD SAFE site, as email submissions will not be used. In addition to the above Sections L & M updates the other Section J Attachments and Q&A have been updated in SAM for consistency in naming conventions and to ensure the dates tie to any corresponding headers in the documents themselves and any duplicate/obsolete older version removed to ensure the latest versions are posted. No changes to the substance of the other Attachments were made. Note: Prior versions uploaded before 8 June 2022 may be disregarded/substituted with 8 June 2022 posted versions. Finally, the RFP W58RGZ-22-R-0073 itself has been signed/released (i.e., SF 33). Changes to the draft version were made to ensure consistency with the above as well as internal consistency (e.g., consistency in naming of CLINs and CLIN types). RFP updates also a) removed clause requirements regarding submitting small business plans (as this is a total small business set-aside) and b) added the clause 52.217-9 that was inadvertently left out on the draft version. Other administrative updates in nature were made regarding things such as spelling, grammar, and consistent/current dates. In summary the above administrative type updates did not necessitate a revision of the proposal due date, which remains 28 June 2022 at 4PM CDT.
