The United States Air Force intends to solicit proposals for a Firm-Fixed Price contract to Replace Military Family Housing Units 650 & 658 at Morón AB, Spain. The magnitude of construction for this project is estimated to be between $1,000,000 and $5,000,000 U.S. Dollars. The period of performance for this project is estimated at 420 calendar days. A solicitation package will be available on the BetaSAM website at www.beta.sam.gov on or after 6 May 2021. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Agreement of Defense Cooperation between the U.S.A. and the Kingdom of Spain, Annex 6, Article 1 (5) " Spanish material, labor, and equipment shall be used whenever feasible and consistent with the requirements". NOTE: THIS SOLICITATION IS INTENDED ONLY FOR LOCAL SOURCES IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(a)(12). LOCAL SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND REGISTERED TO CONDUCT CONSTRUCTION BUSINESS IN SPAIN. OFFERS FROM NON-LOCAL SOURCES WILL NOT BE CONSIDERED UNDER THIS SOLICITATION. The work includes, but is not limited to: Demolition work a. Demolition of the two existing housing units b. Demolition of obsolete or unserved facilities c. Adaptation of access streets for new buildings d. Replacement of vegetation and landscaping. Civil Works a. Clean and grubbing the area affected by the works. b. Excavation, cutting and filling of access roads. c. Placement and compaction of the sub-base and base courses. d. Grading and leveling works for the subgrade and execution of new concrete paths. e. Install information signs as required. f. Provide new utilities for the connections of the new installations. g. Provide new privacy fence and landscape Architectural works a. Execution of new foundation for the new housing units. b. Execution of new structure for the new housing units. c. Execution of new envelope system for the new housing units. d. Execution of new roof system for the new housing units. e. Execution of a new system of interior partitions and acoustic ceiling f. Execution of new carpentry systems and openings in the envelope. g. Execution of new finishes on floors and walls. Electrical work a. Provide electrical supply lines to the two new housing units from the existing transformer. b. Provide grounding system for new housing units. c. Provide the complete interior electrical installations of the new housing units. d. Provide the complete interior lighting systems of the two housing units. e. Provide the complete exterior lighting systems of the two housing units. f. Provide the complete system of fire protection detectors and fire alarm. g. Provide interior conduits for telecommunications and outlets. Telecomunication works a. Provide supply lines to the two new housing units from the existing connection point. Fiber Optic. b. Provide interior telecommunications conduits, telecommunication cabinet, wiring and outlets to the two new housing units. Mechanical work a. Provide new domestic cold water connections to new housing units. b. Provide new non-potable cold water connections to the two housing units. c. Provide new fire protection connections to the new housing units. d. Provide the complete interior installation of domestic cold water and domestic hot water for the two housing units. e. Provide complete interior sewer facilities for the two housing units. f. Provide the complete interior installation of ventilation, cooling and heating of the two housing units including ductworks. g. Provide the complete indoor installation of the fire protection sprinkler system for the two dwelling units. Miscellaneous a. Testing and Commissioning. b. Final cleaning. c. Delivery of As-built drawings. d. Delivery of Spatial Data. The certification requirements are as follows: CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the "Registro Oficial de Licitadores y Empresas Clasificadas del Estado", covering the following groups, subgroups, and categories.
