AFLCMC/HBNS β CRO Training Request for Information (RFI) 18 February 2022 THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This notice is for information and planning purposes only. In accordance with Part 10 of the Federal Acquisition Regulation, the Government is conducting market research to determine the availability and adequacy of potential business sources in delivering the hardware solutions required to meet the Government's requirements in Section 2.0. This Request for Information (RFI) does not constitute a solicitation for bids or proposals, and it is not to be construed as a commitment by the Government. The information herein is subject to change and in no way binds the Government to solicit for or award a competitive contract. Proprietary information will be accepted and handled appropriately. Responders should indicate which portions of their responses are proprietary and should mark them accordingly. The Government is not obligated to and will not reimburse the contractor for any costs associated with preparing or submitting a response to this notice and submittals will not be returned to the sender. 1. Background AFLCMC/HBNS QATAR Air Defense Operations Center (QADOC) Program Management Office (PMO) requires instructor led two-day advanced training course at customer's Middle East region site for KG-250XS, KG-250X and its variants, IPS-250X or KG-255X for the QEADF CRO training requirement. 2. Description ViaSat's KG-255X, KG-255XJ, KG-250X, KG-250XS, KG-142, KG-200M, and KG-200R are Communications Security (COMSEC) devices and are handled as Controlled Cryptographic Items (CCI). ViaSat's IPS-250X is a Cryptographic High Value Product (CHVP) and is handled as βNon-CCI.β The distribution of COMSEC and CHVP products is strictly regulated by the US Government. As a result, buyers shall not stock, distribute, resell or otherwise act as a reseller or distributor of COMSEC or CHVP products without the explicit approval of the National Security Agency (NSA). 3. Required Information The Government requires CRO training of up to10 personnel of the QEADF to meet Air Defense Operation requirements. Since, COMSEC and CHVP products are strictly regulated by the US Government, ViaSat is the only provider of said training environment. 4. Response Structure Responses are due no later than 25 February 2022 1200 EDT. Responses shall be submitted via e- mail to kyla.mckinstry@us.af.mil. Please be advised that all submissions become Government property and will not be returned. Section 1 of the response shall provide administrative information, not included in the page count, covering at a minimum: Name, mailing address, CAGE code, DUNS, phone number, fax number, and e-mail of designated point of contact (POC). Identify business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 334111. Identify any contract vehicles for which you are a contract holder (i.e. GSA FSS, GWACS, etc.). 5.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Point of Contacts (POCs) in section 4.
