Notice Number: Pre-Solicitation Solicitation Number: FA2521-20-B-YTBD Project Title: Install Emergency Cooling Tower Makeup Water Project No: DBEH_18_1500 PRE-SOLICITATION NOTICE: This is NOT a request for proposal or Invitation for Bid. The 45th Contracting Squadron, Patrick Air Force Base, FL announces the anticipated release of an Invitation for Bid no. FA2521-20-B-YTBD, Project No: DBEH_18_1500, for the project to Install Emergency Cooling Tower Makeup Water System, on Cape Canaveral Space Force Station (CCSFS), FL. All applicable provisions and clauses will be included in the actual IFB document. This IFB is being issued as a 100% Total Small Business Set-Aside; all other bids will be deemed non-responsive. Contract award will be based on FAR Part 14-Sealed Bidding. An award made will be made to the responsible bidder (IAW FAR 9.104-1) whose bid is responsive to the terms and conditions of the IFB and is most advantageous to the Government, considering only price and price-related factors included in the solicitation. Interested parties should register on-line and subscribe to receive procurement announcements related to this solicitation via the Beta.Sam.Gov, website (www.beta.sam.gov). There will be no paper copies of this IFB. All IFB information may be obtained through the above referenced website. The IFB is expected to be available on or around 4 August 2020 with a bid closing date, depending on the actual release date of the solicitation, on or around 4 September 2020. Potential bidders must be currently registered at the Beta.Sam.Gov website (www.beta.sam.gov) to be eligible for award. Payment for this acquisition will be made through the Wide Area Workflow (WAWF) System. Contractors must be registered in WAWF, see internet site: https://wawf.eb.mil for registration. The Project number for this requirement is DBEH 18-1500 and shall be used to reference any written responses to this sources sought notice. 45 Contracting Squadron anticipates awarding a contract to Install Emergency Makeup Water for Critical Facilities, at Cape Canaveral Space Force Station, FL. The anticipated contract is to provide the labor, materials, and equipment necessary to provide cooling tower makeup water in critical facilities in preparation of any Cape-wide water outage event such as a hurricane or major water break. The work shall include installation of a well and on-site controls at each of four critical facilities. The estimated price range of this project will be between $500,000 and $1,000,000. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 237110; Water and Sewer Line and Related Structures Construction. The size standard for NAICS code 237110 is $39.5M. It is anticipated that any resultant award will be for a firm fixed price contract. This Sources Sought notice is encouraging responses from all qualified and capable Small Businesses. The Government requests that interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), small business status (i.e., 8(a), Historically Underutilized Business Zone, Service Disabled Veteran Owned Small Businesses, Woman Owned Small Business) any anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime contractor and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation currently exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion.
