The 28th Contracting Squadron, Ellsworth AFB, South Dakota, intends to solicit, compete and award a single award Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract using FAR Part 12-Acquisition of Commercial Items, FAR Part 13-Simplified Acquisition Procedures, and FAR Part 37-Service Contracting Procedures for the 28th Civil Engineering Squadron (CES) Infrared Radiant Heat Services requirement. This is a pre-solicitation notice only at this time. The solicitation will be posted on or about 6 September 2021 to the Government Point of Entry (GPE) website, www.sam.gov . This award will be a base plus four option years and a possible six-month extension. The projected Period of Performance is currently 1 December 2021 – 30 Nov 2026. This will be a 100% Small Business set aside solicited under North American Industry Classification System (NAICS) code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a size standard of $16.5 million, and PSC Code J045 (MAINT/REPAIR/REBUILD OF EQUIPMENT- PLUMBING, HEATING, AND WASTE DISPOSAL EQUIPMENT). To be eligible to compete for Small Business set-aside awards, vendors must be certified in accordance with current Small Business Administration (SBA) regulations. Once the official solicitation is posted under solicitation number FA469021Q0042 and Performance Work Statement (PWS) are posted, a Question and Answer (Q & A) opportunity will be given as part of the official solicitation. The award will be based on the criteria established in the solicitation. The closing date and time for submission of offers will be contained within the solicitation package. Small Business contractors submitting a proposal must also have a Cage Code and be registered in the System of Award Management (SAM) at www.sam.gov in order to receive an award for this procurement.
