GENERAL INFORMATION The 42nd Contracting Squadron, 50 LeMay Plaza, Bldg 804, Maxwell AFB, AL has a requirement for a blanket purchase agreement (BPA) to purchase services as described in this document. This is a streamlined combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FA330025A0000 and is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect the Federal Acquisition Circular (FAC) 2025-03 effective 1-17-2025 and the Defense Federal Acquisition Regulation Supplement (DFARS) Change 1-17-2025 effective 1-17-2025. A firm-fixed priced (FFP) BPA will be made in accordance with the following: NAICS Code: 562991; Size Standard $9M IMPORTANT NOTES: 1. THE GOVERNMENT IS SOLICITING FOR “OPEN MARKET” QUOTES ONLY. GENERAL SERVICES ADMINISTRATION (GSA) QUOTES OR OTHER GOVERNMENT-WIDE ACQUISITION CONTRACTS (GWAC) QUOTES WILL NOT BE CONSIDERED. 2. THIS REQUIREMENT IS BEING SOLICITED VIA OPEN MARKET AS A 100% SMALL BUSINESS SET ASIDE. ONLY QUOTATIONS RECEIVED FROM SMALL BUSINESS WILL BE REVIEWED. NATURE OF ACQUISTION The 42nd Contracting Squadron has a requirement to provide portable restroom services for the Maxwell AFB installation and supporting sites. A Site Visit is not being offered. SCHEDULE OF SUPPLIES/SERVICES: All services are to be performed in accordance with (IAW) the attached Statement of Work (SOW). The 42nd Civil Engineering Squadron has a requirement to provide all the personnel, equipment, tools, materials, vehicles, supervision, and all other items, necessary to provide and perform services for base portable toilets and hand washing stations on Maxwell AFB, Gunter Annex, Vigilant Warrior training site, and Lake Martin Recreation Area. Perform all operations required to provide set up, delivery, and all services needed to maintain all equipment in an upright, clean condition. Provide portable toilets, hand washing stations, and services to buildings, industrial areas, athletic fields, training areas and recreation areas. Location of all equipment shall be determined by the government. DELIVERY INFORMATION See SOW. QUOTE PREPARATION INSTRUCTION: The offeror must submit a dated quote with unit prices and amounts in response to this solicitation. To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Failure to do so may result in an offer being determined non-responsive and ineligible for award. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The government intends to award as a Offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers. Request for Quote or modification of quotes received at the address specified for the receipt of offers after the exact time specified for receipt of offers will be considered late and handled IAW FAR 52.212-1(f). OFFERORS QUOTE PACKAGE SHALL INCLUDE THE FOLLOWING: Completed price list in accordance with the attached Statement of Work. If offerors SAM Representations and Certifications are not current, a completed copy of the provisions at FAR 52.212-3, and Alternate I, Offeror Representations and Certifications – Commercial Items must be submitted. Incomplete or expired Representations and Certifications will render a quote as non- responsive and it will not be considered. Responses to this notice shall be provided in writing via email to both the Contract Specialist, SrA Marc Engel at marc.engel@us.af.mil and the Contracting Officer, Darrell Ladnier at darrell.ladnier@us.af.mil. All responses shall be received NLT 12:00 PM CST on 31 March 2025. Email is the preferred method. Upon receipt of your quote, the Government will confirm receipt within 24 hours. If a confirmation is not received within 24 hours, please contact the Contracting Specialist or the Contracting Officer identified in this notice. BASIS FOR AWARD This will be a competitive award utilizing FAR 13, Simplified Acquisition Procedures. Award will be made to the lowest priced offeror that meets the minimum criteria identified below. Price: The Government will evaluate the price information submitted in each offeror’s price list/quote for reasonableness. Offerors should make diligent efforts to control costs and submit fairly priced price lists/quotes. Technical: Initially, the Government shall evaluate each offeror's quote, as it pertains to the following criteria, on a pass/fail basis, by assigning ratings of Acceptable (clearly meets minimum requirements) or Unacceptable (does not clearly meet minimum requirements). The government intends to award multiple BPAs to vendors who are capable of satisfying the work outlined in the Statement of Work. The Government intends to evaluate offers and award this FFP BPA without discussions. Therefore, the offeror’s initial quote should contain the offeror’s best terms from a price standpoint.
