**Questions and Answers** 1.The Base Year, Option Year 1, Option Year 2, Option Year 3, and Option Year 4 CLINs each having "Qty" of "2", and "Unit of Issue" of "Each" do NOT match with the PWS descri... **Questions and Answers** 1.The Base Year, Option Year 1, Option Year 2, Option Year 3, and Option Year 4 CLINs each having "Qty" of "2", and "Unit of Issue" of "Each" do NOT match with the PWS descriptions/requirements of: teaching/instructing two (2) Student Classes per year at USAF TPS and one (1) Instrutor Class per year at USAF TPS; Curriculum Development at/for USAF TPS; possible Travel to EAFB at times for Curriculum Development; Travel to EAFB for teaching the three classes (2 Student Clases per year and 1 Instructor Class per year); at some point (not defined in the Synposis/Solicitation document nor in the PWS) adding teaching/instruting two (2) Student Classes per year at PAX River US Navy TPS and One (1) Instrutor Class per year at PAX River US Navy TPS. RECOMMENDATION. Change all of the CLINs "Qty" (from "2") to "1", and "Unit of Issue" (from "Each") to "Lot", since the quantity of the above described items is NOT "2" in the Base Year nor Option Years; and, this would allow the Offerors to effectively price each CLIN. Otherwise, an Offeror would have to add up all of the costs for a CLIN, artifically divide the total by 2 to arrive at an artifical quantity of 2, and use that value for the "Each" Unit Price. Answer: Recommendation taken; originally since there are two classes a year, it was meant to 'deliver' the service. 2.The Base Year, Option Year 1, Option Year 2, Option Year 3, and Option Year 4 CLINs 0001, 1001, 2001, 3001, 4001 Description's "Student Staff Instruction" for clarity probably should be "Student or Staff (Instructor) Instruction'. REASON: It is assumed that it is meant to be for teaching/instructing the PWS page 4 "Student Instruction" classes and for teaching/instructing the PWS page 4 "Instruction Training Scope" "instructor training" Staff (Instructor) classes. Answer: Correct, shoud be student or staff instruction. Staff and Students are meant to go through the material where one is meant to teach the material eventually and the other to learn through the course as a student. 3.The Base Year, Option Year 1, Option Year 2, Option Year 3, and Option Year 4 CLINs 0002, 1002, 2002, 3002, 4002 Description's "Full Services" is NOT defined anywhere within the Synopsis/Solicitation document, PWS document, SAM.GOV posting, nor SAM.GOV "QA+for+Data+Driven+Test.pdf" files. What is the definition of "Full Services"? REASON: Without a definition, different Offerors will define their own different definitions for what "Full Services" means to that Offeror. Answer: By full services we mean all services described in the PWS. There was a time when USAF TPS was considering partial services; only some development, half a course. That is no longer the case. 4.Page 4 paragraph's last sentence states: "The curriculum developed is expected to expand to classes for the USN TPS in Patuxent River, MD.". Page 6 paragraph's last sentence states: "The Government anticipates that instruction will expand to include USN TPS, Patuxent River, MD". QUESTIONS. When will the instruction expand to include the USN TPS twice a year USN TPS Student Classes and once a year USN TPS Staff (Instructor) class? It is assumed that the USN TPS classes would use the same Course Material as the USAF TPS classes - Correct? It is assumed that the USN TPS classes would start with Option Year One - Correct? Answer:Correct, same material. ** Update 4** The aquisition strategy has changed to Unrestricted. Read the PWS and Description carefully before submitting an offer. ** Update 3** This announcement has been extended to close at 1900 PDT on 19 September 2024. **Update 2** All of CLINs 0002-4002 description has been updated to been more clear. The description has been updated to "Capstone Event". **Update** A revised PWS has been added and Q&As have been added to theis solicitation. DESCRIPTION: USAF TPS is seeking qualified contractors to support the development, instruction and sustainment of curriculum focused on preparing graduates to test autonomous aircraft and data-driven mission systems. The curriculum should focus on the following Curriculum Focus Areas: (1) Data-Analysis and Controls for Flight Sciences, (2) Data-Driven Analysis and Decision Making for Mission Systems and (3) practical capstone exercises in simulation and testing autonomous aircraft. 1. This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Simplified Acquisition Procedures (FAR 13.5) will be used for requirement. 2. Solicitation Number: PZZDTPS250003 **Please provide the full solicitation number on all packages** 3. The following factors shall be used to evaluate offers: a. Technical capability of the services offered to meet the Government requirement. b. Price. As the evaluation of competing quotations in the technical aspect become more equal in rating, the more important Price shall become in selecting the best value for the government. Technical areas shall be evaluated IAW FAR 13.106-2(b)(3), Evaluation of Quotations or Offers. BASIS FOR CONTRACT AWARD: This is an Unrestricted solicitation. This is a competitive solicitation using simplified acquisition procedures and Best Value in which competing offerors technical performance and price will be evaluated to determine the award. Technical areas are more important than Price. 12. By submission of its offer in accordance with the instructions provided in provision FAR 52.212-1 "Instructions to Offerors" the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, the model contract, and technical requirements, in addition to those identified as evaluation factors. All technically acceptable offers will be treated equally except for their prices and performance records. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The evaluation process shall proceed as follows: a. Technical Acceptability - Quotes must be rated as technically acceptable to be eligible for award. To be deemed technically acceptable, the following evaluation criteria must be met: Technical capability of the services offered to meet the Government requirement of the Performance of Work Statement (attachment). b. Price Evaluation - Next, offerors will be ranked according to total evaluated price (TEP). The TEP is a sum of the base year and all options. Included as part of the price evaluation is a review for price reasonableness. An offeror's proposed Total Price will be determined by as called for in the Performance of Work Statement. Offerors whose total evaluated price is unreasonable, unbalanced, or unaffordable may be considered unacceptable and may be rejected on that basis. To reiterate for reasonableness the total evaluated price will be evaluated. Up to one award will be made under this solicitation. Awards will be conducted under the provisions of FAR Part 12, Commercial Items, and FAR 13, Simplified acquisition Procedures. Submit only written offers via e-mail; oral offers will not be accepted.
