The Air Force Test Center (AFTC), Edwards Air Force Base (EAFB), CA has a requirement for Packing, Containerization and Local Drayage of Direct Procurement Method (DPM) Personal Property Shipments for Area 1 Zone 87 - Outbound, Inbound, & Intra-City (Schedules I, II, and III) . The Performance Work Statement (PWS) dated 16 February 2021 (Attachment 1) defines the specifications and the acceptability criteria. As stated in the solicitation, Deliveries/Performance specifics will be established on individual Delivery Orders. IAW FAR 16.503 Requirements contracts provide for filling all actual purchase requirements of designated Government activities for supplies or services during a specified contract period (from one contractor), with deliveries or performance to be scheduled by placing orders with the contractor. There is not a representation to any contractor of an estimated quantity that will be required or ordered, or that conditions affecting requirements will be stable or normal. The AFTC anticipates awarding a contract under the associated North American Industry Classification System (NAICS) is 488991 with a standard size of $30.0M and a Product Service Code (PSC) of V003. A firm-fixed price contract will be contemplated. System for Award Management (Sam.gov) registration is mandatory for this contract (see SAM website at https://sam.gov/content/home). The contractor will furnish all personnel, equipment, facilities, supplies, services, and materials, except as specified herein as government-furnished, for the preparation of the personal property (including servicing of appliances) of Department of Defense (DoD) personnel for shipment, drayage and/or storage and related services through the DPM. The contractor shall furnish all materials except Government-owned containers, all equipment, plant and labor; and perform all work in accomplishing containerization of personal property for overseas or domestic movement or storage, including stenciling, cooperage, drayage of personal property in connection with other services, decontainerization of inbound shipments of personal property; and the handling of shipments into and out of the Contractor's facility. Excluded from the scope of this contract is the furnishing of like services or materials which are provided incident to complete movement of personal property when purchased by the Through Government Bill of Lading or other method/mode of shipment or property to be moved under the Do-It-Yourself moving program or otherwise moved by the owner.
