THIS IS A SOURCES SOUGHT NOTICE, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT WILL USE RESPONSES TO THIS SOURCES SOUGHT NOTICE TO MAKE APPROPRIATE ACQUISITION DECISIONS. The purpose of this Sources Sought Notice is to collect information of qualified contractors as part of a market research conducted by NAVFAC Far East FEAD Okinawa for Facilities Support Contract for Weight Handling Equipment (WHE) / Crane Rental Service for Command Fleet Activities Okinawa (CFAO), Japan, specifically for the following items: 160-Ton Mobile Crane (All-terrain or similar) Night Operations The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements to submit Capability Statements consisting of appropriate documentation, literature, brochures, and references. The Capabilities Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the company’s ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. The North American Industry Classification System (NAICS) Code is 238990 -- All Other Specialty Trade Contractors Performance Period: 7/1/2024 - 9/30/2027 Work Requirements: The proposed 160-Ton Crane Rental Service (Crane Service with operator) will require the contractor to furnish all labor, supervision, management, tools, materials, equipment, transportation, and other items necessary to provide crane services at various activities of the U.S. Navy Facilities in Okinawa. The Contractor shall provide crane services with oversight and support personnel for the following mobile cranes: 160-Ton Mobile Crane (All-terrain or similar) Night Operations The proposed period of performance is anticipated from April 2024 through September 2027. The magnitude of services includes all Navy installations, White Beach, Okinawa, Kadena Air Base, Camp Shields, and Tengan Pier. This requirement requires infrequent, as needed basis only, unscheduled work. CONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Instructions for Interested Parties: Entities responding to this Sources Sought Notice should submit the minimum information necessary for the Government to make a determination that adequate business entities exist that are capable of satisfying the Government’s requirements. All interested sources, at a minimum, please address the following: COMPANY PROFILE to include: (1) Company name and address; (2) Company point of contact (including title, telephone and fax numbers and email address); and (3) If your company is registered with the System for Award Management (SAM) website, please indicate your DUNS Number and CAGE code. RELEVANT EXPERIENCE: Indicate your experience in providing services for the requirement stated above. LICENSE/CERTIFICATIONS: Indicate any applicable local/and or industry certification your company or employee possess relevant to the work requirements of this notice. Interested firms may submit information using the form provided under separate file titled “Sources Sought – Contractor Information Form” to demonstrate capabilities, capacity, and experience. Notifications of interest must be submitted in writing via email; phone calls will not be accepted. Interested parties should respond by 10:00 AM (Japan Standard Time) on 15 February 2024, via email to berchan.a.torrejon.civ@us.navy.mil and minako.sakumoto2.ln@us.navy.mil. The subject line of the email shall read: “Response to Sources Sought for 160-Ton Crane Rental Service for CFAO”. No telephone calls will be accepted requesting a Request For Proposal (RFP) package or solicitation.
