The Department of Defense (DoD), United States Air Force (USAF), Air Force Material command (AFMC), Air Force Test Center (AFTC), Contracting Directorate, located at 205 West D Avenue, Building 350, Eglin Air Force Base, FL, 32542, intends to enter into a new sole source contract with Rohde & Schwarz USA, Inc. located at 6821 Benjamin Franklin Drive, Columbia, MD 21046-2633. No foreign participation is permitted. This contract is for Eglin SRF Project supporting the United States Air Force (USAF) Aeronautical Mobile Telemetry (AMT), Remote Targets (RT) and Explosive Ordnance Disposal (EOD) Robotics telemetry equipment at Eglin AFB, and Tyndall AFB, FL. The Eglin SRF Project requires repair and calibration of equipment types DDF255 and EDMS. Subject contract is for the repair of Rohde and Schwartz equipment. Rhode and Schwartz equipment were the only solution that met all the required technical capabilities for the TDMS trailer and that were compatible with and could be integrated into the Eglin Test and Training Complex existing range of 10 Million dollars’ worth of spectrum monitoring equipment. The 96TW believes that due to the highly proprietary nature of this equipment that the manufacturer is the only source capable of making the repairs to this equipment. Rohde and Schwarz has stated that if the seal to this equipment is broken that they will not perform any additional service or repair. Rohde and Schwarz utilizes proprietary parts to make repairs to their equipment. Subject contract is anticipated to be awarded on or before 4th Quarter FY22. Contract cap is set at $14,845. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). This notice of intent is not a request for competitive proposals. The National American Industry Classification System (NAICS) code for this action is 811219, with a size standard of $22.0M. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this proposed contract based on this notice is within the discretion of the Government.
