The item being procured is as follows: Item Description: Jacket, Soft Shell, Cold Weather (Gen III), Layer 5 PGC: 04057 NSN: 8415-01-641-1633(s) PD/CID/Spec: GL/PD 06-05B dated 9 March 2015; pattern dated 7 May 2010 This item will be solicited as a Total Small Business Set-Aside. This solicitation will result in the award a Firm-Fixed Price, Definite Quantity and Delivery type contract with a one year base term and three one-year option terms for the following requirement: Minimum Quantity: 34,838 (base term)/34,838 (option terms) Annual Estimated Quantity (AEQ): 137,532 (base term)/137,532 (option terms) Maximum Annual Quantity: 171,915 (base term)/171,915 (option terms) FOB: Destination & Inspection and Acceptance: Origin Following are the delivery destinations for this item: DODAAC DEST: Peckham Inc. PLEASE NOTE: OFFERED PRODUCTS MUST BE MANUFACTURED DOMESTICALLY FROM 100% DOMESTIC PRODUCTS. Best Value Source Selection Procedures will be used for award evaluation purposes. The following Non-Cost or Price Evaluation Factors will be utilized, which are listed in descending order of importance: Technical/Risk Evaluation Factor: PDM including the following sub-factors, which are of equal importance: Group A: Examination of end item (a)Manufacturing Operations (b)Visual Examination (c)Dimensional Examination Group B: Conforming test report for Basic Shell Material in accordance with GL/PD-06-05B, Table VIII Past Performance Evaluation Factor: Performance Confidence Assessment including the following aspects, which are of equal importance: Recency Aspect Relevancy Aspect Quality/Delivery Performance Aspect including the following elements, which are of equal importance: Quality of Items Delivery Performance NOTE: All evaluation factors, when combined, are significantly more important than price. As the evaluation factors ratings become more equal, price becomes more important.
