The Office of Naval Intelligence (ONI) intends to award a sole-source, firm-fixed-price purchase order to BAE Systems for proprietary Cross-Domain Solution (CDS) hardware, perpetual software licenses, and one year of maintenance and support. The acquisition is conducted under FAR Parts 12 and 13, with the sole-source authority based on BAE Systems being the original equipment manufacturer and sole proprietor of the required proprietary items. The CDS system aggregates audit and security log data across isolated security domains into a centralized Enterprise domain, enforcing unidirectional data flow controls. While the government plans a sole-source award, all responsible sources may submit a capability statement, proposal, or quotation for consideration.
