The Naval Air Systems Command intends to award a Delivery Order under Basic Ordering Agreement N00019-16-G-0012 with Bell A Textron Company, 3255 Bell Flight Blvd, Fort Worth, TX 76118 on a sole source basis. The purpose of the effort is to modify the existing H-1 Upgrades Tech Refresh Mission Computers (TRMC) to Multifunction Display (MFD) High-Definition Multimedia interface (HDMI) Harness for manufacture and forward fit onto the AH-1Z production line aircraft to support Lot 15 and Lot 16 Production. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Regulations (FAR) 6.302-1. Bell A Textron Company is the only source with the requisite knowledge, data and capability to meet the Government's requirement without requiring significant modification to the H-1 aircraft.
