The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD intends to negotiate and award a sole-source Basic Ordering Agreement (BOA) to L3Harris Technologies, Inc., 2400 Palm Bay Road NE, Palm Bay, FL 32905-3377 for the procurement of hardware material, engineering support, and technical services for the Tactical Aircraft Moving Map Capability (TAMMAC) program. Components include, but are not limited to, the Automatic Ground Collision Avoidance Systems (AGCAS), Digital Map Computers (DMC), and Digital Video Map Computers (DVMC) supporting platform avionics system requirements. This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not possess, and L3Harris Technologies will not sell, adequate technical data or the data rights necessary to competitively award this requirement. The technical data, along with an understanding of the internal design and functional requirements of the AGCAS, DMC, and DVMC is necessary to meet the overall performance requirements. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. All responsible sources may submit a capability statement, which shall be considered by the agency.
