The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program (PMA 209), Patuxent River, MD intends to negotiate and award a Sole Source, Indefinite Delivery Indefinite Quantity (IDIQ) Contract to GE Aviation Systems, LTD., Cheltenham Gloucestershire, GL52 8S, United Kingdom for procurement of Common Electronic Standby Indicators (CESI) and associated hardware, material, technical engineering and logistics support. This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. GE Aviation Systems, LTD is the Original Equipment Manufacturer (OEM) for the CESI, and is the only company with the required CESI equipment, including the associated technical data and data rights, necessary to meet the Government’s requirement. Therefore, GE Aviation Systems, LTD is the only company that has the ability, resources, technology and documentation necessary to modify, develop, produce, maintain and support this system. THIS SYNOPSIS IS NOT A REQUEST FOR PROPROSAL. This notice outlines the Government’s intent to contract on a sole source basis with GE Aviation Systems, LTD. No contract will be awarded on the basis of offers received in response to this notice. Pursuant to FAR 5.207, all responsible sources may submit a capability statement which shall be considered by the agency.
