NAVAIR is conducting market research to determine whether capable businesses exist before issuing planned orders under a Corporate Basic Ordering Agreement with Northrop Grumman Systems Corporation for supplies, services, and data supporting the E-2D Advanced Hawkeye, including Foreign Military Sales aircraft and weapons systems. The BOA was awarded on a sole-source basis because Northrop Grumman is the sole designer, developer, manufacturer, and integrator of the platform and the only contractor with the requisite knowledge, experience, and technical data. Orders under the BOA may be issued over a five-year period, and FAR Part 5 publicizing procedures will apply to individual orders. Responsible parties may submit a capability statement to identify their interest; the government will use the information solely to determine whether to conduct a competitive procurement. All businesses, regardless of size, are eligible under NAICS 336413 and PSC 1680.
