The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program (PMA 209), Patuxent River, MD intends to negotiate and award a Delivery Order under Basic Ordering Agreement (BOA), N0042121G0004, L3Harris Technologies, Inc., 2400 Palm Bay Road NE, Palm Bay, FL 32905-3377 for the repair of production ramp assets as well as refurbishment of retrograde Fibre Channel Network Switch (FCNS) units to support the requirements of the E-2D and F/A-18E/F aircraft. This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not possess adequate technical data and/or the data rights necessary to competitively award this requirement. In addition, L3Harris Technologies, Inc. as the Original Equipment Manufacturer (OEM), is the sole company with the requisite test equipment and software to perform the required testing after any design modifications have been made. THIS SYNOPSIS IS NOT A REQUEST FOR PROPROSAL. This notice outlines the Government’s intent to contract on a sole source basis with L3Harris Technologies, Inc. No contract will be awarded on the basis of offers received in response to this notice. Pursuant to FAR 5.207, all responsible sources may submit a capability statement which shall be considered by the agency.
