The United States Space Force (USSF) Commercial Satellite Communications Office (CSCO) acquires commercial satellite communications (COMSATCOM) services on behalf of mission partners in the United States Department of Defense, Federal, State and Local government partners, allied nations and other entities, hereinafter collectively referred to as "customers." USSF CSCO plans to solicit for P-LEO COMSATCOM services for customers as previously described in the RFI issued March 25, 2020. In preparation for a projected draft RFP to be issued second quarter of this year, CSCO requests additional information about the capabilities of existing and planned P-LEO COMSATCOM systems. For purposes of this RFI, P-LEO COMSATCOM services are defined as satellite-based communications services capable of the following: (a) providing terminal to gateway latencies not greater than 50 milliseconds between the satellite system user terminal (including any required router and modem) to/from the data egress/ingress interface of the corresponding terrestrial interconnect service (Gateway), or (b) providing propagation delays between a user terminal and a satellite that are not greater than 15 milliseconds. Services with higher latencies are not of interest for this RFI. Although this effort is not being pursued as a small business set-aside, the Government highly encourages responses from small and small disadvantaged businesses. Firms responding to this announcement should indicated whether they are a large business, small business, small disadvantaged business (SDB), woman-owned small business (WOSB), 8(a)-certified business, service-disabled veteran-owned small business (SDVOSB), veteran-owned small business (VOSB), or Historcially Underutilized Business (HUBZone) small business.
