This Second Draft Request for Proposal (RFP) for the Next Generation Load Device – Medium (NGLD-M) reflects the changes that have been made to the draft RFP posted in September 2019. The NGLD-M second draft RFP supports the Product Lead Communications Security (PdL COMSEC)’s requirement for a load device that supports legacy and modernized key management operations. Funds are not presently available for this effort and no award will be made under this draft solicitation. The Government reserves the right to cancel all draft solicitations, either before or after the closing date. In the event the Government cancels a draft solicitation, the Government has no obligation to reimburse an offeror for any costs. This procurement is being conducted under the 'fair opportunity' requirements of Federal Acquisition Regulation (FAR) 15. The Government is offering one-on-one meetings for ALL interested potential vendors to provide feedback on attached second draft RFP for the NGLD-M. The Government WILL NOT provide any feedback to the vendor on their approach to meeting the second draft RFP requirements and is not obligated to make any changes to the RFP based on vendor feedback. The one-on-one meetings shall not exceed 1 hour and will be limited to one meeting per potential offeror. The vendor is responsible for setting up the meeting interface between the Government and their organization. If applicable, the Government requests that all read-a-head material is provided no later than 24 hours prior to the scheduled meeting time. Due to the current COVID-19 outbreak, the Government has to limit the one-on-one meetings to be conducted telephonically or use of an interface that supports telephonic communications. The Government requests that potential offerors provide a list of attendees from their organization when requesting the meeting. All requests for one-on-one meetings shall be submitted to Contract Specialist, Yolanda Dixon (Yolanda.r.dixon2.civ@mail.mil) and the Contracting Officer, Kevin Poore (kevin.l.poore.civ@mail.mil) and Contracting Officer Kevin Poore, kevin.l.poore.civ@mail.mil no later than May 11, 2020 @ 3:00pm CST. The Government will be available to participate in one-on-one meetings as early as May 7, 2020. The Government will not accept any comments or questions in response to this Second Draft RFP. The purpose of this second draft RFP is to allow one-on-one meetings and to provide the most recent draft RFP documents to industry.
