This is an information-only pre-solicitation notice for the upcoming Big Blue 4 procurement; it is for planning purposes only, does not constitute an RFP, and the Government is not seeking or evaluating proposals at this time. To access key RFP information when released, vendors must possess a valid and certified DD Form 2345, Militarily Critical Technical Data Agreement. Vendors without active certification must apply directly to the Joint Certification Program (JCP) via the DLA JCP website/process; processing times vary, so interested parties should begin immediately to meet requirements by RFP issuance. Completed DD Form 2345 packages must not be sent to the Contract Specialist or Contracting Officer from this notice, and failure to hold valid certification will preclude access to solicitation documents. Additional procurement information is in the attachment “BB4 Pre-Sol Additional Info and Requirements,” and a prior special notice about a BB4 industry day was posted in March 2026.
