This is a sources-sought announcement only for informational and planning purposes and does not constitute a solicitation. This Request for Information (RFI) is being issued to accomplish market research and support planning for the below listed requirements. The Government will not pay for any information or reimburse any costs incurred in responding to this RFI. No solicitation is being issued at this time. All information submitted in response to this announcement is voluntary. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the FedBizOpps, www.fbo.gov.web site. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The government is seeking interested contractors to provide services to support the PATRIOT Performance Based Logistics (PBL) Program, which is an initiative for establishing and operating PBL support for a selected group of secondary items of the Patriot System. This PBL support effort will include activities associated with secondary item management, wholesale depot Supply, depot level repair, and procurement in response to valid demands from PATRIOT customers worldwide. The contractor shall perform their own method of requirements determination, forecast and initiate the required repair or procurement actions to support the ongoing needs from the field, manage the storage warehouse activities located at Fort Bliss, initiate and facilitate the expeditious transportation of assets to the customer worldwide, conduct the receipt and issuing of spare parts against valid requisitions, and maintain the data accuracy within the Logistics Modernization Program (LMP). The contractor shall manage and supply these items in response to a valid requisition. The contractor shall receive, warehouse and track these assets following transfer into the contractor’s custody. The contractor shall be responsible for the wholesale inventory management and control, depot level stock, store and issuing of assets, repair of unserviceable assets, and the procurement of required parts in accordance with the required configuration. This includes obsolescence management and test and support of equipment upgrades and operational proficiency in support of reliability improvements for the PATRIOT weapon system. The contractor shall furnish materials, equipment and resources required to perform PBL support of PATRIOT Missile Weapon System of the U.S. Government. The Government will not issue a Technical Data Package (TDP) for this requirement. The contractor shall possess Special Acceptance and Inspection Equipment (SAIE) and the necessary software to run the SAIE. The contractor shall ensure that a SECRET facility clearance is maintained and will provide an adequate number of personnel cleared at the SECRET level to perform classified tasks. This notice is provided for planning purposes and is not to be construed as a commitment by the U.S. Government. This Government requirement is to establish a Performance Based Logistics effort which includes item management, wholesale depot Supply, depot level repair, and procurement for the PATRIOT Missile Weapon System. Request that interested contractors provide the following: 1. A description of your company's expertise and experience in providing Performance Based Logistics for the PATRIOT Missile Weapon System, which includes item management, wholesale depot Supply, depot level repair, and procurement. 2. Describe, in general, your company's approach to developing the capability to provide Performance Based Logistics activities which include item management, wholesale depot Supply, depot level repair, and procurement for a performance period beginning January 1, 2024. Interested firms who believe they are capable of providing the above mentioned items are invited to indicate their interest by providing the following information to the contract specialist listed below: 1. Company name, company address, overnight delivery address (if different from mailing address, Cage Code, point of contact, e-mail address, telephone number, fax number. 2. Business size (i.e. large, small disadvantaged, veteran owned, woman owned, etc.) 3. Affirmation of cleared personnel. 4. All assumptions, including any assumed Government support, shall be clearly identified. All proprietary and restricted information shall be clearly marked. The experience/expertise description should be no longer than 5 pages.
