This posting is to comply with the requirement of FAR 13.501(a)(1)(iii). This Sole Source Justification (SSJ) is to request authority for other than Full and Open Competition supporting requirement generated for the USAF AFLCMC Global Hawk RQ-4 (AFLCMC/WIG) Robins AFB, GA. The contracting activity for this requirement is the High Altitude ISR Contracting Branch (AFLCMC/WIKA). The SSJ was approved on 23 July 2024 by the Competition Advocate. The SSJ for PAO Cart Sustainment was prepared using the format at 6.303-2, modified to reflect that the procedures in FAR subpart 13.5 were used in accordance with 41 U.S.C.1901. The statutory authority permitting other than full and open competition is DAFFARS 5313.501 - 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901). Due to the circumstances described within the SSJ, the activity requested authority to establish long-term commercial services for sustainability and supportability for eight (8) Polyalphaolefin (PAO) Cooling Carts, part number (P/N) LCU-050, (NSN 1730016985791) utilizing Other Than Full and Open Competition as prescribed by 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901). This action resulted in the award of new Definitive C type contract which is Firm Fixed Price with a period of performance (PoP) of basic one-year plus four (4) one-year options. PoP will be 30 Sep 2024 to 29 Sept 2029, if all options are exercised. A redacted copy of the SSJ is attached to this posting.
