USACE Fort Worth District is seeking industry feedback from commercial construction firms, design-builders, and Non-Traditional Defense Contractors on a potential barracks project at Fort Wolters H Barracks in Mineral Wells, Texas. The project may be delivered as Progressive Design-Build or Design-Build to Budget under Other Transaction Authority pursuant to 10 U.S.C. § 2808a, with the FAR not applying and a bilateral OT agreement governing. Under PDB, Phase 1 uses qualifications-based selection and negotiated fee without initial price proposals or design concepts, while Phase 2 proceeds via bilateral modification after GMP negotiation at about 65% design, with an off-ramp if GMP talks fail. Under DBtB, Phase 1 evaluates qualifications, past performance, and integrated design-build experience and down-selects three teams; Phase 2 issues a final RFP with validated performance requirements, a firm Construction Cost Limit, and defined basic scope.
