Description of Action: This is a single source firm-fixed price procurement for Enterprise Global Information Systems (EGIS) Database and Levee Inspection System (LIS) Supplement Tool. 3. Description of Supplies/Services: The supply required is technical support and maintenance (patches and updates) of the custom built EGIS Database and LIS Supplement Tool. Requirements include maintaining existing work environment and technical support related to the setup, configuration, testing, and troubleshooting related to the migration of electronic data. 4. Reason for Authority Cited: The EGIS Database is a critical tool for USACE-Sacramento District (SPK) Section 408 Program. The Section 408 Program allows SPK Civil Work Program to serve the public by providing the SPK District Area of Responsibility (AOR) with quality and responsive management of the AOR water resources. GEI Consultants, Inc. developed the EGIS Database specific to the requirements of the SPK's Section 408 Program. The EGIS Database is a primary tool utilized by SPK to track active permits, more efficiently manage resources, and process new permits. The database is also a critical component of how SPK verifies permit compliance and facilitates direct exchange of permit information with the State of California, the non-federal sponsor of the levees to which the majority of permits are issued. The LIS Supplement Tool is a custom-developed database interface for the processing of complex field-collected levee inspection data, and which has provided SPK an efficient method to complete inspection reports in a format similar to the format used by the State of California. GEI Consultants,Inc. has intimate knowledge of the custom-developed EGIS Database and LIS Supplement Tool and has provided technical support and maintenance. 6.
