This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number PANRSA22P0000012707 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07 with an effective date of 10 August 2022. This is an unrestricted acquisition under North American Industry Classification System (NAICS) 541380 Testing Laboratories and Services with a small business size standard of $16.5 million. The Product Service Code is B504 Special Studies/Analysis – Chemical/Biological. CLIN structure is as follows (FOB Destination): CLIN 0001 Dust Test per ASTM E2021 (1 Ea.) CLIN 0002 Dust Test per ASTM D257 (1 Ea.) CLIN 0003 Dust Test per ASTM E1491 (1 Ea.) CLIN 0004 Dust Test per ASTM E2019 (1 Ea.) CLIN 0005 Dust Test per ASTM E1515 (1 Ea.) This is a non-personal service requirement to provide ASTM testing of supplied composite shop dust samples to include: - ASTM E2021, Layer Ignition Temperature; - ASTM D257, Resistivity; - ASTM E1491, Minimum Autoignition Temperature of Dust Clouds; - ASTM E2019, Minimum Ignition Energy; and - ASTM E1515, Minimum Explosive Concentration. The Contractor shall provide personnel, equipment, supplies, supervision, and test report containing the results of all ASTM tests, and dispose of supplied dust at conclusion of the tests. The Contractor shall perform testing to ASTM standards. Dust will be collected and supplied to the Contractor for ASTM Testing. At the completion of the tests, a report shall be furnished providing the results and conclusions for each test. Detailed information for this requirement can be found in the Performance Work Statement (PWS). Estimated delivery timeframe of the report to the Government needs to be stated by prospective contractors. (d) Comptroller General Examination of Record. As used in this clause— “Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization. “Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF). “Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system. “Payment request” and “receiving report” are defined in the clause at 252.232-7003 , Electronic Submission of Payment Requests and Receiving Reports. (b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003 , Electronic Submission of Payment Requests and Receiving Reports. (c) WAWF access. To access WAWF, the Contractor shall— (1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and (2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site. (d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol. (f) WAWF payment instructions.
