This is a solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items”, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested. The solicitation document PANRSA20P0000013201 is a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-95, Effective 31 May 2018 (updated with Class Deviation 2018-00007). This is a Firm Fixed Price type contract. This is also a Small Business Set-Aside and only responses from small businesses will be reviewed. This requirement is for a service agreement to move laboratory equipment out of a current area being renovated and return the laboratory equipment back post renovation. The Lab equipment will consist of granite plates, large cabinets, and large calibrations systems, etc. please see attached Equipment List. There will be a site visit on Tuesday 14 July 2020 at 09:00am CST. Please follow the normal RSA visitor access process administered at the Gate 9 visitor's center. There will be a member of the USATA team there to lead you the site. Departure from the visitor's center will be at 09:15am CST. All vendors interested in participating in the site visit shall confirm their intent in participating by sending an E-mail with the subject "RSA SITE VISIT" to marlon.a.ross.civ@mail.mil by 5:00pm CST 10 July 2020. All vendors must show proof that they are licensed and bonded. The attachment "Items to Move" shows the price of the equipment and the amount the vendors will need to be able to cover. Due to the uniqueness of the equipment the Government needs moved we suggest a Rigger/moving specialist come to the site visit to avoid any misunderstandings. All questions should be submitted in writing to marlon.a.ross.civ@mail.mil. The Period of Perfomance is 3 August 2020 to 28 May 2021. See the attached Performance Work Statement for the requirement specifications. Award will be made to the lowest price, technically acceptable, responsive, responsible offeror. Vendors submitting a response to any RFQ that includes a requirement for supplies and/or services that have incurred, or that may incur laps in maintenance support, shall include as part of its response any applicable reinstatement fee(s). Service shall begin upon start of the Period of Performance stated in the contract at the following location: Building 5435 Fowler Road Redstone Arsenal, AL 35898. Quotes are due by 5 pm CST Friday July 17th and shall be emailed directly to: marlon.a.ross.civ@mail.mil The offeror agrees to hold the prices in its offer firm for 30 calendar days from the dated specified for receipt of offers.
